Disaster Preparedness - Essential Tips to Help you Prepare

As the California wildfires continue and the new threat of mud slides emerge, disaster recovery planning is front and center. It’s important for all to take this time to plan. If you havent prepared a disaster recovery plan, now is the time to do so. Even 30 minutes now can save one from a lifetime of heartaches.

Dr. Paulo J. Reyes, a First Responder in California and author of the fiction thriller Sledgehammer has firsthand disaster recovery experience and participated in various disaster relief efforts in California including the major earthquake in L.A. in 1994. He advised, “Loss of lives can be greatly reduced if everyone has a complete plan of action prior to the event. Not only with the reduction of heart attacks and stress related illnesses, but people tend to get to safety quicker if they have already planned ahead and know what they are going to do. Here are some steps to take to prepare:

Step One –Identify a safe place for everyone to meet. This pre-determined place should be discussed with family members prior to an emergency. A second location should be discussed. Also, out-of-town relatives should be advised of this location. Additionally, each person should have a list of phone numbers for immediate neighbors and family members. 3X5 index cards work well.

Step Two  Take an inventory now. Write down all your valuables (personal and business). Don’t forget the little things that can truly add up. Keep receipts of all purchases. The receipts allow you to get that value when filing a claim. Take photos. Secure all this in a safe place.

Step Three — Write down a complete family medical history. Include any medical conditions, medicines and dosages, doctors names and contact information, where medical records can be found, etc. Be specific. A life can truly depend on this one step alone.

Step Four  Get a copy of all important information, wills, trusts, mortgages, deeds, birth certificates, contracts, medical records, even household bills to help get things restored quickly, etc. Back-up your computer. Get extra cash. Often ATMs are down so cash is needed.

Step Five — Write down all your computer passwords, and important information.

Step Six — Doublecheck all your insurance coverage. Are you adequately covered? Write down all your coverages, insurance policies, contact information, policy numbers, group numbers, date of births, etc. Think coverage of everything — life insurance, car insurance, property insurance, business insurance, etc.

Step Seven — No one wants to think about this one, but you should for your family’s protection. Do you have your will up-to-date? If not, please do. Especially for those with minor children. You need to know that they will be taken care of and placed in the homes of those who you trust and whom you know will provide the best care.

Plan now and update your plan often. Also, when you write down your information and contact numbers it allows you to see if you have the coverages you need. The amount of stress this will save can make a big difference in how you recover if a disaster were to offer.

How to Instigate Viral Marketing Components

It’s hard to beat the marketing power of thousands or even millions of people doing your marketing for you, but getting a campaign to go viral can be a tough challenge.

In order to go viral, something has to have mass appeal. This is why it can be very difficult to launch viral campaigns for niche subjects. When a niche is particularly small, there may not be enough volume to generate sufficient interest to spread far and wide.

Viral marketing is better suited to larger niches, although it can also be done in smaller niches with a little thought and creativity.

At this moment in time the primary means of getting something to go viral is video, but it certainly isn’t the only means. Other things include photos, eBooks, special reports, and software.

Whatever vehicle you choose you need to find people who will be willing to spread the word for you. These people love to tell other people about things. They love being the first person to spread something new, whether it’s a funny video, a great new piece of technology or some insightful information.

Seth Godin, an advocate of viral marketing, released a free ebook on the topic called “Unleashing the Idea Virus.” He called these people “sneezers.” Sneezers not only love to spread news, they have enough charisma to make people listen to them!

Finding these people can be tricky, but all it takes is a few, and word can spread like a wild fire in a forest of tinder-dry wood.

For example, if you are selling an Internet marketing product, you’ll want to get your viral marketing piece into the hands of some of the top Internet marketing gurus. If necessary you can offer them monetary compensation to help you spread the word, but ideally you want them spreading the word because it’s something worth spreading the word about.

If you have an affiliate program, you can offer potential ’sneezers’ their own copy of your viral media with their affiliate link embedded. If you already have a large list of your own, you could use that as leverage to get them to JV with you. If a few big names decide to do a join venture with you, your campaign has a much greater chance of going viral.

Once a few of the bigger names start talking about your campaign, it will trickle down. The mid-level people will start talking about it, and their followers will start talking about it. Sonn you will have lots of people talking about it, and it’s everywhere. The virus has been unleashed, and it’s spreading like wildfire!

But remember, this viral marketing piece does need to have mass appeal. People aren’t going to spread the virus if it isn’t contagious. You should make your viral marketing campaign very appealing. The best way to do this is by offering massive value for free. This is a technique that has been used very effectively by many leading Internet marketing experts over the last few years.

Of course, you could achieve viral marketing success and the great fame that goes with it by performing some crazy stunt. In the early 1990s a UK band called KLF managed to make headline news throughout the world by burning a million pounds. Unless you have a spare million that you don’t mind setting fire to, this can be a very expensive route, but with some serious creative thinking you might be able to come up with something seriously newsworthy that will spread virally to your target market in record time without breaking the bank.

Nasa Tests Fiber Optic Wing Shape Sensors

  The Ikhana unmanned aircraft system has been used by NASA last year to fight  wildfires from the sky and this month to provide images of current Californian wildfires to authorities (link to NASA images). But Ikhana is also used to evaluate advanced sensing technology installed on its wings to improve its efficiency. The new sensors, which incorporate fiber optic sensing technology, are located side by side with traditional sensors.   How these fiber optics sensors could improve aircraft efficiency? “The weight reduction that fiber optic sensors would make possible could reduce operating costs and improve fuel efficiency. The development also opens up new opportunities and applications that would not be achievable with conventional technology. For example, the new sensors could enable adaptive wing-shape control. ‘Active wing-shape control represents the gleam in the eye of every aerodynamicist,’ [said Lance Richards, Dryden’s Advanced Structures and Measurement group lead.° ‘If the shape of the wing can be changed in flight, then the efficiency and performance of the aircraft can be improved, from takeoff and landing to cruising and maneuvering.’”

  And where are located these new sensors? “Six hair-like fibers located on the top surface of Ikhana’s wings provide more than 2,000 strain measurements in real time. With a combined weight of less than two pounds, the fibers are so small that they have no significant effects on aerodynamics. The sensors eventually could be embedded within composite wings in future aircraft. To validate the new sensors’ accuracy, the research team is comparing results obtained with the fiber optic wing shape sensors against those of 16 traditional strain gauges co-located on the wing alongside the new sensors.”

  These fiber optic sensor systems could also improve safety. “Another safety-related benefit of the lightweight fiber optic sensors is that thousands of sensors can be left on the aircraft during its lifetime, gathering data on structural health and performance. By knowing the stress levels at thousands of locations on the aircraft, designers can more optimally design structures and reduce weight while maintaining safety, Richards explained. The net result could be a reduction in fuel costs and an increase in range. Further, intelligent flight control software technology now being developed can incorporate structural monitoring data from the fiber optic sensors to compensate for stresses on the airframe, helping prevent situations that might otherwise result in a loss of flight control.”

In a Word: California’s Disaster Response Was Smooth!

San Diego County, CA (October 30, 2007) — It’s no secret that California is a hotbed for disasters. The potential for major emergencies like wildfires, earthquakes, floods and mudslides is high, perhaps higher than any other state in the nation. But other states experience serious natural disasters as well, and with the exception of Florida few are able to ride the wave without wiping out.

Some of my colleagues say that California was just lucky this time around. I say no way, because when the Santa Anas blow hard and the vegetation is tinder dry, it’s like joining in on a crap game in which no one’s brought the dice. There is no luck.

So why is the Left Coast better prepared to deal with Mother Nature’s nasty side? In a word – planning. Starting from the Governor’s office down to the smallest volunteer fire brigade, the state has developed contingencies for large-scale disasters.

Statewide Coordination and Cooperation

The state’s Office of Emergency Services serves as the Governor’s direct connection to all emergency services in California. When it came to this week’s wildfire disaster, OES is what FEMA wishes it could be — an agency that is on the street within hours of a disaster, and well-organized under a common Incident Command System.

The response to the 2007 Firestorm wasn’t a knee-slap reaction but rather the implementation of a long-established plan that has long been administered by Cal OES. It’s a dynamic plan, one that is updated as each disaster is critiqued and recommendations made.

The current working plan was ordered by the Governor back in the Spring. Signed on May 9, 2007, Schwarzenegger’s Executive Order S-07-07 essentially instructed agencies like the OES, Cal Fire, the CDC and the National Guard to beef up their response capabilities. According to the order, additional OES strike teams were to be created, Cal Fire staffing was to be increased, better coordination between state agencies and the military was mandated, and a reciprocal firefighting arrangement was to be established with Mexico

The order also reaffirmed how the state’s automatic mutual aid system would function under the California Fire Assistance Agreement. S-07-07 was presented in such detail that the Governor even indicated a minimum staffing level for fire engines. (1)

Take Charge Governor

When the situation went from bad to worse, Schwarzenegger made certain that he was front and center. While flying to speak at a conference in Long Beach, he learned that a major evacuation was taking place in San Diego County. He diverted his helicopter directly to the firefront, where he took command as if he were a 30-year firefighting salt. (If it counts, he did play the role of a firefighter in a 2002 motion picture.)

Schwarzenegger launched each press conference by crediting the state’s firefighters, always making note of the dangerous conditions under which they were working. While agency directors tended to hour-to-hour operations, much of the Governor’s focus this past week was on the plight of the evacuees, saying he didn’t want anyone to feel abandoned. He personally toured evacuation centers like Qualcom, where he conducted his own assessments, some of which dealt with the nitty-gritty.

“Do we have enough toilet paper, do we have enough toilets?” Schwarzenegger said at a press conference after his tour. “Do we have everything we need for the people here so they can stay overnight?”

So, without any ceremony, the title of Master of Disaster was quietly handed over this week from former New York City Mayor Rudy Guliani to Governor Arnold Schwarzenegger. The California governor’s handling of the 2007 Firestorm, and the state’s largest evacuation ever has brought him praise from around the World. Even ultra-liberals offered admiring remarks.

“How about Schwarzenegger…he was certainly in control this week,” said HBO’s Bill Maher on his Friday night broadcast. “It’s a shame that he can’t run for president,’ Maher added, “…he’d probably have my vote!”

During a satellite feed beamed to the participants of the conference that he was unable to attend, Schwarzenegger offered this explanation of the importance of his personal response.

“The most important thing is you jump into action as quickly as possible,” he said. The public needs to see “that you are a hands-on governor,” that you “take care of the firefighters” and feel the pain of people who have lost their homes. (Time.com)

The Question of Early Aircraft Intervention

In an earlier report I made note of criticism leveled against Schwarzenegger by Chief Chip Prather, the boss of the very large Orange County Fire Authority. Chief Prather, a well-known national fire administrator, chastised the Governor and the state for banning firefighting aircraft from the skies during the early stages of the fire.

Of course pilots and fire officials agreed that sending flight crews on low level sorties, buffeted by hurricane force winds, would have been a ******* mission. My suggestion at the time was that perhaps Prather was exhausted, and didn’t realize that he was speaking to a hastily assembled press conference – rather than his chiefs and crews at the command post. As it turned out, that was partially the case.

By Wednesday, Time.com reports, Prather had nothing but accolades for Schwarzenegger.

His “personal attention” to firefighters battling the blazes “is inspiring - knowing the guy at the top is there with them,” Prather said at a news conference near Los Angeles.

FEMA goes 0 for 6.

On Thursday, the situation was still very serious, but sunlight was beginning to peak through the constant haze of chocking smoke. With the Santa Anas dying down, and tankers dousing the flames, firefighters were making remarkable progress. Many evacuees were permitted to return to their neighborhoods, and for those families who lost their homes, the process of re-establishing their lives was beginning.

Following the Katrina debacle, FEMA’s David Paulison promised better and more immediate response to large-scale disasters. His plan did, in fact, take place. The agency immediately deployed the Federal Incident Response Team (FIRST) out of Atlanta aboard a Coast Guard C-130. The advance team hit the ground running and began to coordinate emergency support for the thousands of evacuees at the Qualcomm shelter.

However, a quick visit to FEMA’s website reveals that the agency was taking credit for the hard work of others. The website suggests that FEMA had been coordinating the military response to San Diego County, which is far from the truth.

The military is a major presence in San Diego County, with some 300,000 of its personnel and dependants living there. Like any good neighbor would do, the NAVY, Marines, Reserves and National Guard stepped up to assist state government in the early stages, while FEMA was still watching the disaster play out on CNN.

Then there was FEMA’s fake press conference. Yes – like a parody from The Colbert Report, America’s favorite federal agency staged a phony briefing on Tuesday with FEMA employees posing as legitimate members of the press. Real-life reporters were given just 15 minutes notice of the press conference, however for those who weren’t able to make it, the agency offered a toll-free 800 listen-only line.

It’s an unfortunate situation for FEMA. The good work that Paulison accomplished in the early stages of this disaster will never be remembered. The 5th Estate will scrutinize everything that the agency does from this moment on, regardless of its merit. And David Paulison, a good man with fine intentions, will take the fall and likely lose his position.

Lessons Learned

The campaign in California is still in disaster mode, so it’s a bit early to be critiquing the operation. But there is one thing that I’d like to share. In my mind there are two ways to fix FEMA. Immediately turn the agency over to the US Coast Guard — or sub-contract national disaster response to Governor Schwarzenegger’s Office of Emergency Services.
